Historic child abuse investigations in Harlow may be re-opened

ON Thursday February 25, 2016, a meeting involving Chief Constable Stephen Kavanagh, a Detective Chief Inspector working in Essex Police’s Public Protection command and Police and Crime Commissioner Nick Alston was held with a retired District psychologist Robin Jamieson, a former Clinician Manager of the Suffolk Child Sexual Abuse Treatment Service Jenny Grinsted, and a youth worker and probation officer Rob West. All were involved in child protection work in Essex during the 1980s and 1990s.

At the meeting serious concerns were raised about alleged sexual offences committed against children, particularly boys in local authority or foster care, during the 1980s and 1990s. Further deep concerns were raised about the safeguarding and support provided for a large number of young people, who may have been victims of serious abuse. In the relevant period there were a number of investigations and prosecutions, and two convictions were secured. However the concern of these professionals, who were working in the area at the time, was that those investigations may not have been sufficiently thorough.

It is Essex Police’s duty to explore in scrupulous detail such allegations. The force will do that with professionalism and integrity and the first step involves reviewing what was known and evidential material which could inform any future investigation.

Chief Constable Stephen Kavanagh said: “At present we have allegations but no victims, suspects or locations. But whether alleged abuse, especially organised and institutionalised, happened yesterday or thirty years ago, it’s our duty to review it without fear or favour. If you have information about such crimes or are yourself a victim or survivor of sexual abuse as a child during this period, I need you to come forward and contact us directly on 101, asking to speak to a specialist officer within our Child Abuse Investigation teams.”

Nick Alston, Police and Crime Commissioner for Essex, said: “The abuse of a child, whether in the care of their parents or the state, is an abhorrent crime. Professionals who worked in Essex during the 1980s and 1990s have raised serious concerns with both Chief Constable Kavanagh and me, and it is right that Essex Police examines these allegations meticulously and seeks out any new evidence. For an adult to come forward and report abuse suffered as a child takes real courage. I would say to anyone in this situation: please come forward and trust us. You can speak to Essex Police directly, or to a specialist organisation which can provide support and help.”

TunnmeadeA YEAR has passed since a father and son were attacked in their own home in Tunnmeade in Harlow and detectives are renewing their appeal for witnesses.

Three people forced their way into the home at around 9pm on Wednesday March 25 last year and demanded cash.

The victims, one aged in his 50s and one in his 20s, were both then attacked and left with serious injuries. They were forced to hand over £1,600 in £20 notes.

The victim in his 50s was struck with a meat cleaver, sustaining numerous lacerations to his head, arms and legs. The other victim suffered a deep wound to his back and a broken collarbone

All three suspects fled the scene and are possibly thought to have travelled in a White Ford Transit Connect van, leaving on Momples Road and Howard Way and heading south towards Second Avenue.

Detectives leading the hunt for the attackers are appealing for any witnesses in the area before or after the incident to come forward. Officers do not believe the attack was random and the men may have been targeted for the cash kept at their home.

Investigating officer Dc Ryan Burgess of Harlow CID said: “A year has passed since this horrific attack and although the investigation has made progress, no one has yet been prosecuted for inflicting these horrendous injuries.

“The level of violence used in this attack was huge and both men were lucky to survive. The victims are recovering but the injuries have had an impact on their lives.

“I believe someone must know something and I urge anyone with information to get in touch.

“Were you near Tunnmeade at the time of the attack? Did you see the van pictured? It is a “first generation” Ford Transit Connect and is similar in design to the one pictured. Please contact my team if you have any information.”

All three attackers are described as white and spoke with local accents.

The woman is described as aged between 18 and 22, slim, had long light coloured hair, was around 5ft 2 and wore a light coloured jacket, dark or black leggings and white or light coloured footwear. On CCTV footage she appeared to be smoking a cigarette when she entered the same van via the passenger side.

One of the men was aged in his thirties, was balding or had short shaved hair, was of medium build and about 5ft 8ins tall and wore a dark top.

His accomplice, the second man, was also about 5ft 8ins tall, of medium build and wore a white coloured top.

Warning over cowboy builders in Harlow

HARLOW householders are being warned not to use cowboy builders or rogue traders to clear up damage from Storm Katie.

Essex County Council Trading Standards issued the advice after high winds swept through the county on Easter Monday bringing down fences and trees and damaging rooves.

Legitimate builders, plumbers, carpenters and other craftsmen will be working at full stretch and Trading Standards is concerned that dishonest traders will take advantage of the situation to rip off vulnerable residents.

Traders who knock on your door or only leave you a mobile number may not have a permanent address or be contactable if problems arise.

Trading Standards advise people to speak to their insurance companies before engaging anyone to carry out repair work and to approach businesses approved by the insurers.

In the case of flood damage, electricity and gas companies may be able to make free inspections and advise on safety work.

Cllr David Finch, Leader of Essex County Council, said: “It’s awful enough suffering storm damage, without being ripped off by a rogue trader. We recommend using one of our Buy with Confidence traders who have been audited and approved by Trading Standards.

“We would also advise residents to look out for vulnerable family members, friends and neighbours who can easily fall victim to rogue trader tactics.”

You can find a Buy with Confidence trader or obtain advice and guidance by calling the Citizens Advice Consumer Helpline on 03454 04 05 06 or online at www.buywithconfidence.gov.uk.
