Cigarettes stolen after break in at Tesco Petrol Station in Church Langley

THE TESCO petrol station in Church Langley is closed after a report of a break in.

The station is shut off.

A police forensic officer has just left the scene.

Statement from Essex Police: “We are investigating a burglary at a petrol station in Harlow.

“We received reports that entry had been forced into the petrol station on Church Langley Way shortly after 1.15am on Friday, August 3 and a number of cigarettes had been stolen.

“Anyone with information about the incident is asked to contact Harlow police station on 101, quoting reference 42/111141/18.

Church Langley Cannabis Factory: Two men charged

ESSEX Police have charged two men for producing cannabis following a warrant in Church Langley yesterday, Thursday, August 2.

Qazum Mahmutaj, 50, and Enea Mahmutaj, 22, of no fixed address, were due to appear at Chelmsford Magistrates’ Court today, Friday, August 3.

Essex Police searched a building in Burley Hill at around 8am and found 185 cannabis plants.

Woman struck at hit and run on Fourth Avenue in Harlow

ESSEX Police are appealing for information following a collision in Harlow where a pedestrian was injured.

It happened at 5.30pm on Friday, August 3 in Fourth Avenue involving a car, believed to be a small red hatchback possibly a Ford Fiesta, and a woman.

The car failed to stop at the scene near the pedestrian crossing at Wych Elm.

The woman suffered an injury to her arm and was taken to hospital for treatment.

We are trying to trace the vehicle involved and the driver of a silver hatchback, possibly a Volkswagen Golf, which was next the red car and may have seen what happened.

Four Harlow teenagers charged with using threatening behaviour

FOUR Harlow teenagers have been charged with using threatening behaviour.

Dylan Davis, aged 18, of Blackbush Spring, Harlow plus three others, who cannot be named for legal reasons, have been charged with the following.

On 18/02/2017 at Harlow used or threatened unlawful violence towards other persons and your conduct was such as would cause a person of reasonable firmness present at the scene to fear for his personal safety.

The case has been adjourned until August 26th, 2018 at Chelmsford magistrates court.

Two-thirds of Essex Police Officers say they would be willing to carry guns

A recent Police Federation of England and Wales survey revealed that 41 per cent of Essex officers are in favour of the routine arming of officers and that 65 per cent would be prepared to carry a firearm at times on duty. Across England and Wales, that figure was 55 per cent.

However, Essex Police Federation Chairman Steve Taylor believes that officers in Essex and beyond should not be routinely armed.

“We police by consent and I think the routine arming of every officer could undermine that system.

“Thankfully at the moment I don’ think we face the level of firearms violence that would necessitate officers having guns.”

Armed officers in Essex attended more than 500 incidents requiring a firearms response in the county in 2017.

Between the two main firearms teams – one responding to incidents across the county and the other at Stansted Airport – there were 522 deployments requiring firearms support throughout 2017.

These incidents range from emergency calls to reports of dangerous criminals armed with guns, to those in distress who pose a risk of harm to themselves and others.

The teams also carried out planned deployments including warrants, operations or planned arrests where intelligence suggests individuals involved may have firearms or other dangerous weapons.

There were 2,596 incidents requiring the support of Taser-trained officers, to deal with volatile or dangerous suspects. Despite the number of incidents, Tasers were only fired at 24 of the incidents in the last year.

The armed officers also carried out 768 arrests during 2017, completed 7,872 hours of basic firearms training and attended 14,580 non-firearms incidents.

The team are trained to use firearms including: Tasers; side-arms including the Glock 17 and long-barrelled weapons including Heckler and Koch G36.

Mr Taylor added that armed officers can face an elevated risk, especially when the level of training they received is not as high as specialist armed police.

He added: “The dreadful tragic case in Belgium where the two female officers were killed with their own guns and the Charlie Hebdo terrorist attack in France are examples where officers carry guns, but they are not trained to the same standards as our AFOs.

“Specialised firearms officers and their training is head and shoulders above the ordinary training police who carry guns in other countries receive.

“During the attack in Liege the officers’ guns were taken from them and used to commit further atrocities and while these may be extreme cases they are a reason why I don’t want officers routinely carrying firearms.

“I don’t think our communities want to see that either,” he added.

Harlow Councillor leader meets Essex Police to call for policing in Harlow Town centre

THE Leader of Harlow Council, Mark Ingall, met with the Police, Fire and Crime Commissioner for Essex, Roger Hirst, on Monday, to discuss concerns being raised by residents and business owners about suspected criminal activity in Harlow Town Centre. Councillor Ingall expressed concerns that in 2013 the number of police personnel dedicated to the town centre had been significantly reduced, and since those cuts, reported crime had increased by 28%.

Cllr Ingall said, “This was a very useful meeting. The Commissioner agreed that more needed to be done to prevent parts of the Town Centre from gaining a reputation as being a no-go zone. While Commissioner Hirst was able to detail a number of recent initiatives that have been implemented, it is clear that more still needs to be done. I was told that an extra PC and an extra PCSO have been put in place, but if we are to properly reassure shoppers and residents, a highly visible police presence is needed to disrupt criminal elements that have been allowed too much freedom to carry on their activities. I also told him that some shopkeepers had said they had stopped reporting crime because they felt the police did not have the resources needed to respond properly.”

“The Commissioner told me that he recently held a review of Police numbers, which recommended that around 300 more officers were needed across Essex, and that steps had been taken to recruit 150 this year, with most being operational by January 2019, and a further 150 to be operational by January 2020. Whilst I welcome this increase in the number of officers, I questioned whether this will address the problems created by the cuts of 640 front line police across Essex since 2010. I also asked how many of those new officers would be stationed in Harlow, and what can be done to deal with the problem that exists right now. I am pleased that at the end of our meeting Commissioner Hirst agreed to discuss with Senior Police Officers what could be done to redeploy existing resources to the Town Centre with immediate effect. He also urged all shoppers and shopkeepers to report any criminal activity they see.”

Labour Councillor Chris Vince, Harlow’s representative on the Essex Police and Crime Panel, welcomed Cllr Ingall’s meeting saying “it is great that the new leader of Harlow Council is being so proactive in addressing such a serious issue. Having been out collecting signatures, with Cllr Edwards, for a petition calling for a greater police presence in the town centre, I know that the strength of feeling amongst Harlow residents is high, and I only hope that Commissioner Hirst listens to our concerns and ensures that Harlow gets its fair share of additional officers.”

Teenager arrested for attempted murder after man stabbed in underpass near town centre in Harlow

ESSEX Police are appealing for witnesses after a man was stabbed in Harlow.

The 28-year-old victim was stabbed in the chest in an underpass between Post Office Walk and Amhurst Lodge at about 7.35pm yesterday, Tuesday, August 7.

He was taken to hospital and remains in a critical condition.

A 16-year-old boy from Harlow has been arrested on suspicion of attempted murder and is currently in custody for questioning.

Detective Sergeant Leo Fordham said: “Our enquiries are ongoing and we are treating this as a targeted incident.

“We believe the victim and another man were involved in a verbal argument with a large group of people near Caspian’s Kebab Shop, in Birdcage Walk, at around 7:30pm.

“We are keen to speak to anyone who saw what happened or has any CCTV footage that could assist with our investigation.”

ESSEX Police are no longer looking for Mario George who we wanted to speak to in connection with a number of incidents including robbery, making threats to kill, and malicious communications.

Thank you for your help with their appeal.

A 26-year-old man from Harlow was arrested on suspicion of robbery, making threats to kill, and malicious communications.

The man has since been told he will face no further action in relation to the making threats to kill and malicious communication offences, however remains under investigation in connection with the robbery offences.

Harlow teenager fined £20 for twice being in possession of knife

A FOURTEEN-year old from Harlow has pled guilty to two charges of being in possession of a knife.

The youth, who cannot be named for legal reasons, pled guilty at Chelmsford Magistrates Court to the following.

On 15/04/2018 at Harlow had with you, without good reason or lawful authority, in a public place Waterhouse Moor, Harlow an article which had a blade or was sharply pointed, namely Two Black Handled Knives with three and a half inch blades.

On 16/05/2018 at Harlow, without lawful authority or reasonable excuse, had with you in a public place, namely TILLWICK ROAD, an offensive weapon, namely a small fixed blade knife

The youth was made subject to a youth rehabilitation order and fined £20.00

Statement from Essex Police

“We were called to a disturbance in Spencers Croft, Harlow, just before 11.10am today, August 14.

“Officers attended and words of advice were given.

“No arrests were made”.

1030 hrs

A NUMBER of police cars attended an incident in the Spencers Croft area of Harlow.

Up to eight officers attended at close to Tumbler Road.

Essex Police has been contacted for a comment.

Motorcyclist with life threatening injuries following crash in River Way

ESSEX Police are appealing for witnesses to come forward after a crash in Harlow.

A motorbike and a Citroen C8 were in collision on River Way just before 6.35am yesterday morning, August 13.

The motorcyclist, a man in his 30s, remains in hospital with life-threatening injuries.

Officers spoke to several witnesses and the driver of the Citroen C8 at the scene, but urge any other witnesses, or anyone with relevant CCTV or dash cam footage to come forward.

If you have any information about this collision, please call PC Darren Reynolds the Chigwell Roads Policing Unit on 101. The incident number to quote is 153 of 13/08.

Town Centre: Teenager charged with stabbing man in chest

ESSEX Police has charged a boy with grievous bodily harm and possession of a knife following an incident in Harlow.

The 17-year-old from Walthamstow was arrested on Wednesday, August 15, and appeared at Chelmsford Youth Court today, Friday, August 17.

He has remanded and he is due to appear at Chelmsford Crown Court on Friday, September 14.

A police spokesperson said: “We received reports that a man was stabbed in the chest in an underpass between Post Office Walk and Amhurst Lodge at about 7.35pm on Tuesday, August 7. The victim was taken to hospital for his injuries and has since been discharged.

“A 16-year-old boy from Harlow who was arrested on suspicion of attempted murder and he was released without charge.”

Harlow Common: Man arrested over suspicion of drug dealing and possession ammunition

A MAN has been arrested after police executed a warrant at a cottage up on Foster Street, near Harlow Common in Harlow.

An Essex Police spokesperson said: “Shortly before 11pm on Wednesday, August 15, officers executed a warrant at an address near to Harlow Common.

“A 64-year-old man from Harlow was arrested on suspicion of possession of firearm ammunition without a certificate and of being concerned in the supply of Class A and Class B drugs.

“He has since been released on bail until Tuesday, September 12”.

Three teenagers arrested after high speed chase though Harlow

ESSEX Police has arrested three 17-year-old boys for driving offences following a pursuit in Harlow today, Sunday, August 19.

A police spokesperson said: “We attempted to stop a Volkswagen Polo that was being driven erratically along the A414 at around 12.15am.

“The driver failed to stop and a pursuit was authorised, which saw the car drive off at excessive speeds, overtaking other vehicles on blind bends.

“The stinger was deployed to bring the pursuit to a safe stop in Shackletons, Ongar.

The driver and the front seat passenger then abandoned the car and after we searched the area, with the help of the police helicopter, we quickly located the them hiding nearby. We also arrested a boy who remained within the vehicle.

All three remain in custody for questioning.

A MAN from Harlow has been arrested over a “Revenge Porn” allegation.

YH understands that police arrested him at or near his house in the Fullers Mead area of the town on Sunday evening.

An Essex Police spokesperson said: “We are investigating after a woman reported an intimate image had been posted online.

“A 19 year-old man from Harlow has been arrested on suspicion of malicious communications.

“He has been released on bail until September 12.

Did you know last summer*, not including desk or investigation time, we spent the equivalent of 250 days tackling anti-social behaviour? Most of these issues could have been dealt with more effectively by a partner agency that has dedicated resources devoted to dealing with them.

The average anti-social behaviour incident takes 25 minutes to resolve. The majority of anti-social behaviour reported to us, should be reported to a partner agency and could be resolved quicker due to their enforcement powers.

Big increase in crime at Stansted Airport

PASSENGERS travelling with banned items like CS spray, knives and air rifles are partly to blame for a doubling of crime at airports in two years, police have said.

There were 5,234 crimes at or close to airports in England and Wales in 2017, compared with 2,432 in 2015.

Vehicle crime and weapons are among the types of crime to have increased.

Police said they confiscated small weapons from people whose own countries legally allow possession.

The airport with the largest number of overall crimes recorded on or near the premises was Stansted, with 1,870 in 2017 and 721 in the first five months of 2018.

In total there were 890 possession of weapons offences in 2017, and 434 in the first three months of 2018. This compares with 226 in the whole of 2015.

Stansted Airport accounted for the vast majority of these, with 718 crimes in 2017.

The airport also had the largest number of overall crimes, although it is the fourth busiest airport in the UK in terms of passenger traffic.

Stansted Airport referred requests for comment to Essex Police, who explained that the weapons offences were predominantly as a result of “visitors to the UK from countries where possession of these articles is not usually an offence”.

A spokesman for the force said it “remains one of the safest airports in the UK”.

He said most cases were dealt with by community resolution, which means they do not go before a court and do not result in a criminal record.

“There are rare situations where UK passengers are stopped at security checks in possession of these same weapons. They are detained by our officers and are either fined or put before a court,” the spokesman added.

Essex Police has also run “highly visible yet unpredictable police deployments involving a police dogs, armed officers and CCTV teams” at Stansted Airport since November 2016.

Police handled 55 vehicle offences in the first five months of 2018 close to Birmingham Airport

Vehicle crime has also more than doubled with 88 cases in 2015, 181 in 2016, 169 in 2017 and 114 in the first five months of 2018.

Tony Clarke, aged 32, of Felmongers, Harlow pled guilty at Chelmsford magistrates court to the following.

On 27/03/2018 at Sheering drove a motor vehicle, namely Audi A3, on a road, namely The Street, Sheering, when the proportion of a controlled drug, namely Delta-9-Tetrahydrocannabinol, in your blood, namely 6.1 (ug/l), exceeded the specified limit

He was disqualified for twelve months and fined £300.
