Harlow businesses help police raise awareness of domestic violence

MORE than 50 businesses in Harlow town centre have helped raises awareness about a domestic violence disclosure scheme.

Clare’s Law allows people who think they have a violent partner or former partner to request information about them.

In other situations, the police have the right to disclose information to victims through the scheme.

On Wednesday 26 June, they joined their partners, Harlow Council, in distributing posters across the town centre to businesses such as hairdressers, surgeries, pharmacies, restaurants and banks.

Detective Sergeant Adam Goodger, of Harlow’s Domestic Abuse Investigation Team, said: “This initiative has helped raise awareness about Clare’s Law and peoples’ right to ask for information about a former or current partner.

“This will enable people to know whether their partner or former partner has a record of violence, helping to keep them and their families safe.

“Absolutely anyone can apply for a disclosure using Clare’s Law – so if someone is worried about their own relationship, or someone else’s, they can make a request for information to find out if there is a
risk of abuse.

“I would like to thank Harlow Council for completing this work with us and the business community for displaying these posters, which will help to keep Harlow’s communities safer.”

Brian Keane, Harlow Council’s Managing Director, said: “It is important that we work together with the police to raise awareness of the advice and support available to those affected by domestic abuse and encourage perpetrators to seek help to change their behaviour.

“Clare’s Law gives people the right to make an application for information about a person who may present a risk to someone they are in an intimate relationship with.

“Last week, alongside the police, our officers have been out in the community distributing posters to local businesses, retailers, GP surgeries and a range of other agencies. It’s great to see local businesses and organisations joining this campaign and standing with us to raise awareness of Clare’s law.”

Shock as drug-driving numbers continue to soar in the county

MORE than 150 people were arrested on suspicion of drug driving in Essex in June taking the total for the first six months of the year to nearly 1,000.

In total, 153 people were arrested on suspicion of drug driving taking the total number for the first half of 2019 to 955.

During the whole of 2018, there were 1,039 arrests.

Temporary Chief Inspector Sharn Taylor, Head of Road Policing, said: “We continue to see large numbers of people not only taking drugs which are illegal anyway, but then get into a car and risk their lives and those of others on our road.

“What these figures also show is that the public we serve can be confident that we will detect and arrest those flouting the law.

“We have more officers trained to use drug wipes and we regularly test drivers we stop on the side of the road when we’ve stopped them on suspicion of routine traffic offences or erratic driving.

“My officers will continue to carry out targeted and proactive work to take those who get behind the wheel after using drugs off our roads.

“I know our communities feel as strongly about this issue as we do and intelligence from the public can be crucial.

“If you have any information about a drink or drug driver I need you to call us on 101 or Crimestoppers anonymously on 0800 555 111.

“If get caught drink or drug driving you could lose your licence. You could lose your job as a result and that could have a huge impact on you and your family.

“Simply, don’t do it. Our message this summer is drive safe, drive sober.”

During June 119 people were also arrested on suspicion of drink driving and 36 for failing to provide a specimen meaning the total number of arrests stood at 308.

Harlow man charged with causing death by dangerous driving

A MAN has been charged with causing a fatal collision on the M11 near Stansted.

Steve Lord, 63, died after his motorbike was in collision with a car on the southbound carriageway between Stansted and Harlow at around 5am on 16 January.

Daniel Tilley, 37, of Joyners Field, Harlow was arrested at the time and has now been charged with causing death by dangerous driving, failing to stop at the scene of a collision, and failing to report a collision.

He is due to appear at Chelmsford Magistrates’ Court on 5 August.

Woman banned from entering Harlow after assaulting several police officers

A WOMAN has been banned from entering Harlow after assaulting a hotel worker and seven police officers and having a knife in a public place.

Staff at the Travelodge in Edinburgh Gate, Harlow, called police shortly after 7.55pm on Sunday 2 June 2 with reports Morrell Elliot had been arguing with a man and smoking cannabis in one of the rooms.

They were asked to leave but Elliot refused. She argued with a staff member and spat at him, and caused damage to the room and reception area costing £1,260 to repair.

The 21-year-old then assaulted two officers who had been called to the hotel. She bit one in the leg and spat at him, and scratched and spat at a second officer.

After being taken to Harlow Police Station, she assaulted five officers including biting, kicking, scratching and spitting at them.

Elliot, of no fixed address, was charged with seven counts of assaulting an emergency worker, one count of assault by beating, and one count of criminal damage.

She admitted the charges at Chelmsford Magistrates’ Court on Monday 3 June.

She also admitted possession of an offensive weapon in a public place, following a separate incident on Tuesday 30 April.

Her boyfriend was assaulted in Potter Street, Harlow, and Elliot chased after the suspect with a 12-inch knife, which she had on her for protection.

She was given a 14-month jail term suspended for two years when she appeared at Chelmsford Crown Court on Tuesday 7 July. She was also banned from entering Harlow for 12 months, must complete 200 hours of unpaid work, and comply with a curfew between 6pm and 6am for four months.

The knife has been seized and will be destroyed.

Investigating officer DC Ryan Burgess said: “Elliot reacted aggressively to being asked to leave the hotel, assaulted a staff member and put him in fear of further violence.

“She then attacked seven officers who were dealing with her after the incident at the hotel.

“Every day, police officers put themselves in harm’s way in order to protect members of the public and we will not tolerate such aggressive behaviour.

“We will also take robust action against anyone carrying a knife. People may think it gives them protection, but it only puts them at greater risk of hurting someone, or of having the knife turned on them.

“Carrying a knife will not protect you and will only increase the risks to you and others.”

Dispersal orders in place after large number of fights in Town Centre and The Stow

2100 hrs

There is a large police presence in the town centre tonight (Friday).

A large group of males continue to congregate in the market square.

Police officers were called to an incident in Asda.

A male was arrested.

More follows.

A dispersal order is currently in place in Harlow.

The order started at 6.45pm today and will run until 2am tomorrow morning, 6 July.

It follows reports of several fights in the town centre this evening.

The dispersal order will be in place in the town centre, between Fourth Avenue, the A1019, Third Avenue and Hayden Road.

It also serves the The Stow, intersecting between First Mandela Avenue, Howard Way and Momples Road.

Officers will have the power to move on members of the public who are suspected to be committing anti-social behaviour and, if they return to the area within 24 hours, they may be arrested.

Inspector James Healy, of Harlow’s Local Policing Team, said: “We will not tolerate this kind of behaviour in Harlow town centre and, in order to prevent further disorder this evening, it’s been necessary to put these measures in place.

“We want people in Harlow to have a safe, enjoyable experience in our town, and this dispersal order will ensure that they do.”

Harlow man amongst Scotland Yard’s most wanted

SCOTLAND Yard have named their 18 most violent fugitives as part of an appeal to help finally track them down. One is wanted in connection with a suspected acid attack while most of the others are being sought over domestic violence, serious assaults and robbery.

Detective Superintendent Lee Hill asked the public to be their additional eyes and ears as he announced the Met’s second Wanted Week of Action. He said: ‘Violence, drug and other priority crimes such as burglary are of great concern to the communities of London, so we are committed to tackling them robustly and pursuing those we suspect to be involved in causing harm and attempting to evade justice. Help us to keep London safe.

The force said those named are suspected of either being directly involved in crime, flouting conditions imposed on bail or probation or for not having turned up at court. Det Supt Hill said he was keen to find out where they live, the car they drive, where they shop and even the pubs and clubs they go to. ‘I know some people are reticent to pass on information such as this,’ he said. ‘We know people worry that they somehow might be identified or that they might unfairly be adversely affecting somebody’s life. ‘However, I want to assure you that passing on information through Crimestoppers who are entirely independent of the police, is completely anonymous. ‘One phone call could help potentially solve or even prevent a crime from happening.’

The force urged anyone who recognises the individuals not to put themselves at risk by approaching them, but to dial 999 from a place they cannot be overheard. Over the border: Police warn of unauthorised rave in Epping Forest

ESSEX Police have been made aware of a planned unauthorised rave in Epping Forest tonight, Saturday, 6 July.

A spokesperson said: “We are extremely concerned for the safety of the public who plan on attending this illegal event and of the wider public in the Epping Forest area should this event go ahead.

“We want to highlight the dangers of this unlicensed and unregulated event to those who are planning on attending, the disruption it will cause to the local community and, equally, the potential for damage to the delicate environment of Epping Forest”.

Martin Newnham, Head Forest Keeper and City of London Constable, said: “Epping Forest is a unique environment which has many protected trees, plants and animals.

“Our job is to keep the forest safe and ensure that visitors enjoy their time there responsibly, so that we can continue our important conservation work. The damage to the forest caused by these illegal raves is often irreparable.

“Last year alone, we spent £400,000 cleaning up litter, and after these events we often find drug paraphernalia, alcohol bottles and diesel spills, as well as damage to protected trees and plants.

“For the future of Epping Forest and for the sake of those who enjoy it and aim to protect it, I would urge revellers not to attend this event.”

Harlow man fined and banned for driving under influence of drugs

A HARLOW man has been fined and banned after driving a motor vehicle whilst under the influence of drugs.

Laurence Griffen, aged 31, of Bishopsfield, Harlow pled guilty at Chelmsford magistrates court to the following.

On 12/01/2019 at Harlow in the county of Essex drove a motor vehicle, namely a Lexus on a road, namely Third Avenue, when the proportion of a controlled drug, namely Delta-9-Tetrahydrocannabinol, in your blood, namely 4.3micrograms of drug per litre of blood, exceeded the specified limit

On 12/01/2019 at Harlow had in your possession a quantity of cannabis, a controlled drug of class B in contravention of section 5(1) of the Misuse of Drugs Act 1971

Griffen was banned for twelve months and fined £250.00

Man fined for possessing knife in The Stow

A MAN has been fined for possessing a knife in The Stow.

Kamil Pogorzelski, aged 29, of The Stow, pled guilty at Chelmsford magistrates court to the following.

On 25/05/2019 at Harlow had with you, without good reason or lawful authority, in a public place The Stow, Harlow an article which had a blade or was sharply pointed, namely a JCB Lockback Knife.

He has been ordered to undertake 200 hours of unpaid community work and fined £105.00.

Harlow man in court over allegation he breached restraining order over 1800 times

A HARLOW man is set to stand trial over contacting another person nearly two thousand times in contravention of a restraining order.

David Robinson, aged 40, of Northbrooks, Harlow is charged with the following.

Between 02/07/2018 and 26/12/2018 at Essex, without reasonable excuse, you called another 1838 times which you were prohibited from doing by a Restraining Order imposed by Essex Magistrates’ Courts on 27th June 2018 Contrary to section 5(5) and (6) of the Protection from Harassment Act 1997.

Robinson has been remanded on bail until October 8th, 2019 at

He pleads not guilty.

Online investigation team safeguards 210 children over 12 months across Essex

TWO hundred and ten children have been safeguarded by the Essex Police Online Investigation Team (POLIT) over a 12-month period.

The team works to protect children from the threat of online offending and targets offenders suspected of making, possessing and distributing indecent images of children.

“Accessing and searching for indecent images breeds an illegal market which results in more and more children being victimised and re-victimised,” said DI Jo Collins from POLIT.

“Our ultimate aim is to identify and locate child victims, make their suffering stop and bring the offender to justice.”

Sadly the online threat against children is a growing one and in November 2018 POLIT expanded to target more suspected offenders.

DI Collins leads a number of detectives and support officers who use advances in technology to actively seek out offenders accessing indecent images.

Between June 2018 and the end of May this year, they acted on intelligence to:
execute 204 search warrants
make 84 arrests
seize more than 1,400 computers, mobile phones and storage devices

Working with social care and Local Authority Designated Officers (LADOs), POLIT also took action to safeguard 210 children and protect them from potential harm.

“Most people join the police to protect the vulnerable and it’s no different for my team,” said DI Collins.

“Many children suffer physical and psychological harm from the abuse they have suffered and our intervention is often the first help and support they will have had.

“We make that difference by identifying the offender, taking them away from being able to continue the abuse and subjecting them to orders and monitoring to try and prevent them offending again.

“It’s our job to take away the power from the offender and provide a voice for the victim. “
In May, a 38-year-old man from Basildon was sentenced to four years’ imprisonment following the discovery of more than 25,000 indecent images on electronic devices seized from his home address.

The offender pleaded guilty to seven charges relating to making, possessing and distributing indecent images of children. He will remain on the Sex Offenders’ Register for the rest of his life and be subject to close monitoring when he is released from prison.

Using advances in technology, the team were able to uncover the true scale of his offending across online messenger and chat applications.

Investigations revealed more than 10,000 of the most serious A category indecent images and videos stored on seven electronic devices, some of which had been shared on online messenger and chat applications.

“A traditional crime scene will have DNA and fingerprint evidence,” said DI Collins.

“The scene my team investigates is the content of the devices that we seize – these require as much scrutiny as a traditional crime scene. Viewing and categorising images is the most distressing part of our work but it is also the most vital.”
“One of my sergeants has been in policing for 19 years. Many of those years have been spent investigating some of the most distressing crimes against children.

“He is often asked what keeps him going. His response is that he and his colleagues have absolute faith that they are making a big difference to the safety of children across Essex and beyond. That knowledge doesn’t just keep them going but drives them to work with partners to catch as many offenders as possible.”

Maria Barnett, Essex County Council Service Manager Lead for Safeguarding, said: “One of Essex County Council’s strategic priorities is to help keep vulnerable children safe and enable them to fulfil their potential.

“The safeguarding work of our Local Authority Designated Officers (LADOs), in partnership with Essex Police Online Investigation Team (POLIT), is at the very forefront of us achieving that aim.”

Taking, viewing and/or distributing indecent images of anyone under the age of 18 is a crime.
Offenders risk a criminal conviction, prison sentence and being put on the Sex Offenders’ Register as well as losing their family, friends, job and reputation.

Police investigate after car driven at woman

ESSEX Police are investigating after reports that a car was deliberately driven at a woman in Harlow.

It was reported a gun-metal grey Audi mounted a kerb near to the zebra crossing in Parnall Road at the junction of Southern Way, near to the Staple Tye shopping centre, at around 2.30pm yesterday (Tuesday 9 July).

It is believed the vehicle had been driven towards a woman in her 30s deliberately.

She was able to get out of the way and wasn’t hurt.

Harlow man pleads guilty to trespassing onto property in Westfield

A HARLOW man has been fined after entering a house as a trespasser and stealing a number of items.

Craig Johnson, aged 30, of Ladyshot, Harlow pled guilty to the following at Chelmsford magistrates court.

On 06/05/2019 entered as a trespasser a dwelling in Westfield, Harlow and stole a camera, a quantity of DVDs, a quantity of food, and toiletries belonging to others.

Johnson was made subject to community rehabilitation order and required to undertake 100 hours of unpaid work.

He was also fined a total of £230.00

Teenage pleads guilty to possessing machete in Staple Tye

A HARLOW teenager has pleaded guilty to possessing a machete in Staple Tye.

The sixteen-year-old, who cannot be named for legal reasons, was charged with the following.

On 26/06/2019 at Harlow had with you, without good reason or lawful authority, in a public place Staple Tye an article which had a blade or was sharply pointed, namely a Machete.

On 26/06/2019 at Harlow, stole Oasis drink, to the value of £1.49, belonging to Dominos.

On 25/06/2019 at Harlow had with you, without good reason or lawful authority, in a public place Northbrooks an article which had a blade or was sharply pointed, namely a large knife.

The teenager has been remanded into local authority care.

Their next appearance at Chelmsford magistrates court is set for July 19th.

The Maples: Police appeal after trail of blood found outside house

ESSEX Police are appealing for information after someone is thought to have been injured at a house in Harlow.

We were called shortly after 9.45am today, Saturday 13 July, with reports blood had been found outside the property in The Maples.

Officers attended but no-one was found inside the house. A number of cannabis plants were found.

Detective Inspector David Browning said: “I am concerned that someone has been injured and I’m asking them to please come forward so we can check on their welfare and ensure they receive any medical treatment they need.

“I am also keen to speak to anyone who saw or heard anything suspicious overnight or into the early hours of this morning.

“The caller reported they had heard shouts for help at about 3am and it’s possible this is linked.”

Four charged over car theft in Harlow

FOUR men have been summonsed to appear in court in connection with reports that cars were taken from Essex homes as their owners slept.

Richard Flanigan, 28, of no fixed address, has been summonsed for aggravated vehicle taking, three counts of burglary, theft of a car and attempted burglary.

Christopher Tyler, 30, of Prospect Hill, Walthamstow, Lewis Morgan- Looker, 32, of no fixed address, and Ricardo De-Jesus, 21, of Newport Avenue, Poplar, have been summonsed for aggravated vehicle taking, burglary and theft of a vehicle.

They are all due to appear at Chelmsford Magistrates’ Court on Wednesday 14 August.

It follows three reports between 12 November and 16 November 2017, from people who awoke to find their cars missing in Grays, Chelmsford and Harlow.

Police also received a report of an attempted burglary in Margaretting on 16 November, 2017.

They arrested four people following a pursuit along the A12 the following day, which ended after the car collided with a sign in Marks Tey at around 1.20am.

Harlow man pleads guilty to dog being out of control and attacking a man on Latton Common

A HARLOW man has pleaded guilty to a charge that his dog was “dangerously out of control” on Latton Common.

Glen Wise, aged 38, of The Readings, Harlow was charged with the following.

On 28/08/2018 at Harlow was the owner of a dog, namely Jacob, a Staffordshire Bull Terrier cross style dog, which was dangerously out of control in Latton Common, Harlow and whilst so out of control injured a person.

On 28/08/2018 at Harlow in the county of Essex had in your possession or custody a dog to which section 1 of the Dangerous Dogs Act 1991 applied, namely Pit Bull Terrier type dog .

He has been remanded on unconditional bail until July 31st when the case returns to Chelmsford magistrates court.

Harlow Community Policing: July Newsletter

THE Community Policing Team will continue to act on information supplied to us by the public and have executed a number of successful drugs warrants in Millwards, Morefield’s, Brocklesmead and Keaton Way with drugs being seized and arrests made. Our engagement with the local community has shown us that anti-social behaviour connected to illegal use of motorbikes and mopeds continues to be an issue. This is something we are working hard to reduce, we have seized five motorcycles this month for either being used inappropriately or being stolen we will continue to tackle this issue. We have recently placed pictures on our Facebook site asking for help to identify the owner or riders of a particular bike that has been causing issues throughout Harlow, if you have any information please let us know.

Operation Sceptre (knife crime) has seen additional officers patrolling the Town Centre, Town Park, cycle paths and a plain clothes operation in the Town resulted in a number of stop and searches being carried out and three arrests made for a variety of offences. Following on from reports of disorder in the Town Centre, a dispersal order was authorised on the 5th July. This gave police the power to direct people to leave a specified area if they have committed or are likely to commit anti-social behaviour and not to return for a period up to 48 hours. This is one of a number of options we use to make the Town Centre a safer place. A plain clothes operation in Bush Fair also saw a male arrested on suspicion of drug driving. Four additional officers will start with us on 22nd July and they will be part of a new team dedicated to the Town Centre, this is great news for Harlow.

On 3rd July the Police and Fire Commissioner Roger Hirst held a public meeting at The Latton Bush Centre. The meeting was attended by representatives from the local community and there was much discussion around local policing and issues connected to Essex Fire and Rescue Service. Police Officers and Community Support Officers have also been at Newhall & Little Parndon Academies giving important safety information and advice to children, all of our forthcoming community events are recorded on the Essex Police website. Paddling Pools are opening in Harlow soon and the team will be visiting these throughout the summer with our colleagues from the council to ensure everyone remains safe and has a good time.

As the warm weather is now with us it’s an appropriate time for some crime prevention advice, please do not advertise the fact that you are away on holiday on social media sites, many people may get to see this information and an empty unoccupied home is prime target for a burglar. Remember to make sure that your property is locked and secure even if you are just popping out for a few minutes, an open window gives the opportunist burglar a chance to enter your home and there is nothing worse than coming home to find your property has been broken into, further advice can be found on the Essex police website www.essex.police.uk

Harlow carer set to stand trial accused of stealing over £10,000 from vulnerable

A HARLOW man is set to stand trial accused of stealing over ten thousand pounds from the accounts of two men he was acting as a carer for.

Victor Brooks, aged 64, of Longfield, Harlow has pled not guilty to the following.

Between 01/01/2016 and 03/05/2018 at Harlow stole money from bank account, to the value of approximately £5885 pounds, belonging to another.
