Two Harlow drug-dealers jailed for over two years for drug offences

TWO drug dealers have been jailed for two and-a-half years each after officers carried out a warrant in Harlow.

The warrant was executed at an address in Dadswood on 19 January following intelligence that drug dealing may be taking place there.

When inside officers found heroin, cocaine and cannabis in various parts of the address and in significant quantities. They also seized items including deal bags and scales used for weighing drugs.

Victoria Hill, 38, and Thaiesia Mathurin-Hill, 20, both of Dadswood, Harlow, were arrested at the scene.

They were both later charged with possession with intent to supply Class A drugs, charges they admitted.

At Chelmsford Crown Court on Friday 9 August they were both jailed for two and-a-half years even with this being their first offence.

PC Emily Larkin said: “Drugs ruin lives and destroy communities. We do everything we can to identify those selling them, disrupt their activities and bring them to justice.

“The warrant which led to Hill and Mathurin Hill being arrested, charged and convicted was made possible due to intelligence about their activities at that address.

“Information from the public about the sale of drugs is really important to our investigations.

“It helps us build a picture of who is doing what and in what area and that helps us but together a case against those targeting the most vulnerable in our society.

“The sale of drugs goes hand-in-hand with violence and the threat of violence which can leave people feeling unsafe in their community and we just won’t tolerate that.”

Pink Cottage was used as House of Multiple Occupation (HMO) without a licence

LAST week, we reported that the owner of The Pink Cottage restaurant had been fined after a complaint by Harlow Council.

Harlow Council has provided more details regarding the case.

This case involves an unlicensed house in multiple occupation (HMO) at the Pink Cottage on Commonside Road. The case dates back to April 2018, when Environmental Health Officers responded to a report of people living in the building, which incorporates an Indian restaurant, without the benefit of an HMO licence.

The initial visit in April 2018 revealed that there were several people apparently living in the building. An Environmental Health Officer was satisfied that there was an excessive fire risk at the timber-framed property. This was largely due to a locked fire exit, obstructed hallways and landing, holes in the structure between floors, excessive use of long electrical adapters, the use of a dangerous portable electric heater and an inadequately earthed kettle, as well as a faulty smoke detection system which was not working at all. All of this posed a severe risk to the people who were staying in the property.

The Council served an Emergency Prohibition Order (EPO) on the owner of The Pink Cottage, Mrs Fatema Zohura, prohibiting the use of the first and second floor accommodation for any use. The order included a number of fire safety works that needed to be completed before the order could be revoked.

The team revisited The Pink Cottage in November 2018 and found that the first and second floors were still being used as sleeping accommodation in breach of the EPO and there were still issues which posed a serious fire risk; the council therefore issued legal proceedings.

The case also went to Chelmsford Magistrates Court on 25 July 2019. Mrs Zohura entered a guilty plea and, due to mitigating circumstances, was issued with a fine of £470, a victim surcharge of £47 and ordered to pay the council’s costs of £2,242.85, bringing the total payable to £2,759.85.

The necessary fire safety works have been carried out and the EPO has since been revoked, and the council’s Environmental Health team is currently working with Mrs Zohura to gain compliance with HMO housing standards and HMO licensing legislation.

This was one of two cases brought by Harlow Council.

Commenting on the cases, Councillor Mark Wilkinson, Portfolio Holder for Housing, said:

“Both of these cases highlighted some shocking situations, particularly in the case of the Pink Cottage which is a Grade II listed building. It contains a lot of exposed timber which, coupled with the dangerous electrical equipment and blocked exits, could have led to a major fire with little to no means of escape.

“I am very pleased that, thanks to the work of our Environmental Health and Legal teams, both cases were successfully brought to a conclusion. I am also pleased to say that in both instances work is being carried out to rectify the problems that were found.

“I hope that these cases act as a deterrent to landlords who neglect their responsibilities to their tenants and put their tenants’ safety at risk. We want to work with landlords in situations like this to help make things better, and will only resort to legal action as a last resort.”

Police investigation after dogs attacked in Fold Croft

ESSEX Police are appealing for witnesses after a report that dogs had been attacked in Harlow.

An Essex Police spokesperson said: “We were called yesterday, Thursday 15 August, at around 9.10pm to reports that two dogs had been attacked by another group of dogs.

The women in her 40s was walking her two dogs through a park in Cannons Gate, when they were attacked by four other dogs described as two Mastiffs and two Bulldogs.

The woman’s dogs both required vet attention.

Our enquiries are ongoing.

Milwards man banned and fined for drug-driving

A MAN from Milwards has been banned and fined for drug-driving.

Steven Lewis, aged 39, of Milwards, Harlow pleaded guilty at Chelmsford magistrates court to the following.

On 28/03/2019 at Harlow drove a motor vehicle, namely BMW 3 series, on a road, namely Harberts Road, when the proportion of a controlled drug, namely Delta-9-Tetrahydrocannabinol, in your blood, namely 8.4 micrograms of drug per litre of blood, exceeded the specified limit

He was fined £255.00 and banned for twelve months.

Distraction theft by “organised gang” in Water Gardens car park

ESSEX Police want to speak to these four people in connection with an incident where a woman had a four-figure sum stolen from her bank account.

The victim, a woman in her 50s, had been shopping at Asda at the Water Gardens shopping centre in Harlow at around 3.40pm on 10 July when it is believed she has had her pin code viewed.

She reported a woman then stopped her and asked for directions in the car park while a man then took her bank card and driving licence from the boot of her car.

Five transactions were made and a total of a four-figure sum was taken from the victim’s bank account.

Investigating officer PC Adam Drane said: “This appears to have been a targeted incident by an organised group of people.

“There have been other incidents similar to this across the country which we believe may be linked to this one and I need to identify and speak to the people pictured.”

Potter Street parents could be in the dock over Prentice Place hooligans

ESSEX Police has targeted parents of children involved in crime and anti-social behaviour as they attempt to stop problems in Prentice Place in Harlow.

As YH reported last week, shopkeepers were in a state of siege as teenage yobs have used the building site as an opportunity to wreak havoc in the precinct.

But a number of vocal residents have put pressure on the police to take robust action.

On Sunday, Essex Police placed the following statement on their Facebook page.

“Recently we have received a lot of calls regarding nuisance youths in the Prentice Place area. Today PCSO Kearney and and PC Hance, our Children and Young Persons Officer have issued community protection warning notices to parents to take responsibility for their children’s behaviour(s).”

Resident and shop staff are set to meet with police to discuss what further action can be taken.

Police arrest three in connection with vandalism to grave

ESSEX Police has arrested three males in relation to the vandalism of a teenagers grave in Harlow.

On Monday, we reported that the grave of Marcel Jayden Bellairs-Honiss at Parndon Cemetery had been vandalised and had items stolen from it.

Essex Police have now reported that they have arrested three males in connection with this crime and they remain in our custody as they investigate further.

Man set to stand trial over incident in Poplar Kitten

A MAN is set to stand trial over an incident at the Poplar Kitten pub in Harlow.

Joseph Butler-Abban, aged 39, of Templefields House Diageo River Way, Harlow has been charged with the following.

On 18/06/2018 at Harlow without lawful authority or reasonable excuse, had with you in a public place, namely Poplar Kitten, Towney’s Road, Harlow , an offensive weapon, namely a smashed bottle.

Butler-Abban has been sent for trial at Chelmsford Crown Court on September 4th.

He pleads not guilty.

Two Harlow teenagers charged over damage to Marcel’s gravestone

ESSEX Police have charged two teenagers following a complaint of criminal damage and theft from a gravestone in Harlow.

Harry Kings, 18, of Upper Mealines, Harlow, and Jack Tucker, 18, of Great Leylands, Harlow, have been charged with theft and criminal damage and they are due to appear at Chelmsford Magistrates’ Court on Wednesday 18 September.

A 17-year-old arrested on suspicion of theft and criminal damage has been released without charge.

Essex Police received a report on 18 August that a grave at Parndon Wood Cemetery, Harlow had been damaged and items stolen between 4 August and 17 August.

Church Langley man banned from driving after using mobile phone

A CHURCH Langley man has been disqualified from driving after using his mobile phone.

Leon Oxenham, aged 29, of Malkins Drive, Harlow pled guilty at Chelmsford magistrates court to the following.

On 03/01/2019 at Harlow drove a motor vehicle, on a road, namely Bowhill Way, when you were using a hand-held mobile telephone

Oxenham was disqualified for holding or obtaining a driving licence for six month(s). Disqualification obligatory due to repeat offending.

He was also fined £220.00

Man arrested over public indecency allegation at Costa Coffee in The Water Gardens

A MAN has been arrested on suspicion of outraging public decency.

The 57-year-old was arrested at Costa Coffee in the Water Gardens, Harlow, shortly before midday today, Friday 23 August.

YH understands that he allegedly aroused suspicion whilst on a laptop at his table.

He was later located to the toilet area of the coffee shop.

He remains in custody for questioning.

Letter to Editor: Get the drunks and drug addicts out of the town centre doorways

Dear Editor,

WHY is it, despite the public space protection order that was supposed to target anti social behaviour and alcohol consumption within the town centre, is a large group of homeless drunks and drug addicts allowed to occupy the old British heart foundation doorways?

This group relocated from the quasar doorway after it was closed off and since then the size of the group and the anti social behaviour has increased. Yet again vulnerable people are forced to have to navigate through drunk people on the verge of a fight or behaving aggressively.

We were assured this order would address the problems in the town specifically the issues around the bus station. This simply has not happened and is becoming increasingly worse. Do we have to wait until there is another serious incident before anyone pays attention again ? Seriously Harlow Council get your act together and start protecting the vulnerable people in Harlow who rely on public transport. What a serious embarrassment for the town when the first thing visitors to the town are greeted by is a brawl outside an empty store.

It’s such a shame because this is what I had to deal with yet again after witnessing the lovely concert event in the park and the wonderful carnival earlier in the year. This town is lovely in places when you go outside the town centre but this is an absolute disgrace.

“A man has been arrested on suspicion of rape following an incident in Harlow.

“We received a call at around 3.35am on Monday 26 August reporting a woman was being assaulted in Harefield.

“We attended and arrested a 49 year-old man on suspicion of rape.

“He is currently in custody”.

YH understands that there is a police presence near the Purple Emperor, Burgoyne Hatch on Momples Road in Harlow.

The grass area has been cordoned off and scenes of crime forensic team are present.

Man in court over dangerous driving near Harlow

A MAN is due to appear in court next month to be charged in connection with a collision on the M11 between Harlow and Stansted.

A silver BMW convertible was in collision with a Mini on the northbound carriageway at around 2pm on Sunday 19 May.

A 35 year-old man was arrested.

Nizaur Rahman, of Eversleigh Road, London E6, has now been summonsed to appear at Chelmsford Magistrates’ Court on 17 September where he will be charged with dangerous driving.

Man charged with rape after police called to Momples Road

A MAN has been charged with rape following an incident in Harlow.

Essex Police received a call at around 3.35am on Monday 26 August reporting a woman was being assaulted in Harefield.

They attended and arrested a man.

Tawakal Shah, 49, of Ladyshot, Harlow, has now been charged with rape and assault by penetration.

He was remanded in custody to appear at Chelmsford Magistrates’ Court on Tuesday 27 August.

The woman is being supported specialist officers.

Teenager pleads guilty to drug dealing after incident in Purford Green

A TEENAGER has pleaded guilty to drug dealing after an incident in the Purford Green area of Harlow.

Harry Kings of Upper Mealines, Harlow appeared at Chelmsford Magistrate’s Court on Wednesday 14 August and pleaded guilty to possession with intent to supply Class B drugs.

Essex Police were called shortly before 3pm on Sunday 21 July, with reports that an 18-year-old man had been robbed of his mobile phone whilst in Purford Green.

It was reported that four teenage boys approached the victim, threatened to stab him and demanded his possessions. No knife was reported to have been seen.

Kings is due to be sentenced at Chelmsford Crown Court on 11 September.

A 14-year-old boy and a 15-year-old boy from Harlow and a 14-year-old boy from Hertfordshire, arrested on suspicion of robbery will face no further action.

It was stolen just after 5am this morning (Saturday) on Weald Hall Lane in Thornwood.

It is a Ford Transit Silver colour reg no NL62 BSX.

It has been reported to police, so if you see it please Brin g101.

As you can appreciate this is a self-employed man’s van and he is desperate to locate it.

Harlow man Jake Wren arrested and charged

A HARLOW MAN wanted by Essex Police has been arrested and charged.

Jake Wren of Elizabeth Way, Harlow has been arrested and charged with: driving dangerously, driving whilst disqualified, driving without insurance and possession of a Class B drug.

He has been remanded in custody and will appear at Colchester Magistrates’ Court tomorrow, Monday 2 September, to face the charges.

Appeal after assault on Fern Hill Lane

POLICE Officers investigating an incident of assault and criminal damage in Harlow on Friday 5 July at around 2.45pm, have released an e-fit of a person they would like to speak to.

A 64-year-old man was on his phone when he was approached by two men, he had seen having an altercation earlier.

One of the men described as aged 30-35 was wearing boots, black trousers and black top. Punched the victim in the face and then broke the driver’s side wing mirror on his Citroen van.

Case against Metro Cabs boss returns to court

THE CASE against a boss of a Harlow taxi company has returned to court.

Kevin Harris, aged 53, of Worrin Road, Flitch Green was charged back in February with possession of an air gun with intent to cause fear of violence and having articles with intent to damage property or endanger life.

A further appearances was made on Monday morning at Chelmsford Crown Court.

The case will return for a further hearing for case management, to be heard on October 2nd, 2019.

At the time of the alleged offence, Mr Harris was the boss of Harlow cab company, Metro Cabs.
